"We, the undersigned, call upon the Government of Canada to initiate an independent public inquiry, to acquaint the people of Canada with the hazards and the benefits of nuclear energy developments."
Proposed Terms of Reference
The Canadian Coalition for Nuclear Responsibility requests
- that an Order in Council be made to constitute a Commission of Inquiry with powers of subpoena and the right to cross-examine witnesses;
- that this independent commission consist of five citizens who have demonstrated outstanding service, concern, and public interest in energy development or energy policy;
- that the commission be given sufficient resources and expert assistance to carry out its mandate effectively;
- that there be a pre-hearing meeting with the Canadian Coalition for Nuclear Responsibility and other interested groups to work out details of procedure;
- that the commission be charged to investigate in detail:
- all questions of safety related to Canadian nuclear power development;
- the projected impacts of nuclear energy usage in Canada in the spheres of economic, energy, social, and environmental analysis;
- the objective and the implications of foreign sales of Canadian nuclear reactors;
- the nature of the decision-making process in all areas of Canadian energy policy;
- the rationale for the extent of the commitment to nuclear power development in Canada;
- the rationale for projections of nuclear energy usage in Canada over ten-year intervals up to the year 2000;
- the possible impacts of alternative energy sources and energy consumption patterns on nuclear energy development;
- the measures necessary to ensure Canada of secure and environmentally acceptable energy supplies in the future;
- that the commission be charged to complete a full public report within two years of its inception, containing comprehensive recommendations on all the items set forth in the above mandate;
- that the commission also be charged to publish an interim report within one year of its inception, and additional interim reports as it deems advisable.
